It is known that Joseph Budd was a son of John and Elizabeth Budd who came to Kentucky ca. 1797 from Dutchess County, New York, and Morris County, New Jersey.)

He was a son of Walter Sparks, born ca. 1760 in Middlesex County, New Jersey, who accompanied his parents (his father's name was Richard) to what became Allegheny County, Pennsylvania, prior to the American Revolution.
